Graduate of Computer Science from Budapest University of Technology (1974), PhD in Informatics from the University of Warsaw (2015). Market analyst in information technology and electronic communications, lecturer, collaborator with academic research teams as well as analytical and advisory firms. Author and co-author of scientific publications and analytical reports for the European Commission, national and foreign central and local government institutions.

From 2015 to 2017, he lectured on electronic communications market issues in the postgraduate studies at the Faculty of Electronics and Information Technology of the Warsaw University of Technology, from 2017 to 2020 – lectures and exercises in the field of e-administration and informatization of public administration at the Collegium of Socio-Economics at the University of Warsaw. Since 2022, he has been giving lectures on database management systems at the Faculty of Journalism, Information, and Bibliology at the University of Warsaw.
